Clare McCarthy is a business performance improvement professional with more than 20 years of experience assisting organizations in improving existing business processes and implementing new ones. She specializes in collaborative, outcome-focused business process analysis, design and implementation that leads to service delivery excellence. Clare has designed and led programs implementing strategic business initiatives, facilitating system and cross-functional process analysis for enterprise-wide solutions, and designing service improvements and service costing initiatives.

At Fred Hutchinson Cancer Research Center (“Fred Hutch”), Clare managed strategic initiatives including designing a program to move data from the data repositories of individual, researcher-led labs into a single system. The program required coordination of data analysts, IT engineers and reporting services, working closely with data entry staff at each research lab. The multi-year program was designed to reduce costs and staffing needs, and to make data analyst resources available for the Fred Hutch Data Commonwealth.
At Casey Family Programs Clare led program design consulting engagements for child welfare jurisdictions to address a lack of services or problems with service delivery. In South Carolina, Clare facilitated cross-functional program design sessions for three new services: Families First, Finding Families, and Kinship Navigator. The Families First program design included state policy definition, data definition, system definition, and metrics to support third-party program evaluation to demonstrate effectiveness for the Federal government.
Education and Interests:
Clare holds a Bachelor’s Degree in Economics from the University of Colorado, Boulder, and a Business Intelligence Certification from the University of Washington. She has also taken courses in User-Centered Design, Usability Testing, and Technical Writing from the Engineering School at the University of Washington.
