Debra FromholzerDebra Fromholzer, MHA, PMP, CMP, is a passionate, dynamic, data-driven leader with more than 25 years of experience in successfully managing business transformations, enterprise programs & PMO development. She is highly skilled in developing and applying IT project portfolio tools and processes; is experienced with hybrid agile project delivery approaches as well as traditional waterfall practices; and is an effective and supportive PMO coach and mentor.

In addition her technical project, program and portfolio management expertise, Debra is also trained in organizational change management. She is a persuasive communicator with all levels of stakeholder and governance teams, and has a track record of uniting cross-functional teams around a strong vision and clear project objectives.

SAMPLE PROJECTS:

For the City of Seattle IT organization, Debra developed a roadmap for advancing the maturity of project and program management practices, processes, and tools for the IT Project Management Office. She collected data by interviewing stakeholders, facilitating focus groups and designing and implementing a project manager skills assessment survey. Key outcomes included a report outlining project objectives, data collection process, conclusions reached and recommendations for how to implement the roadmap; the identification of 8 key areas of focus to advance current practices and improve project outcomes; a framework for developing a project and program manager training program to standardize the application of best practices; a proposed program implementation schedule; and an executive summary of the project and recommendations in a PowerPoint slide deck.

At University of Washington, Debra directed the PMO through a $200M Financial Transformation Program. She led a team of project and program managers, PMO analysts and information specialists to develop the program foundation, including guiding them in setting a framework for standard processes, communications and team norms to support the largest program in the university’s history. Key outcomes included risk, issue and decision management planning & implementation; program documentation standards, processes and training; schedule management and development; budget development oversight; and documented team roles and responsibilities.

EDUCATION:

Debra holds a Master of Health Administration from University of Washington, a Master Certificate in Applied Project Management from Villanova University, and a Bachelor of Arts in Industrial Design from Rochester Institute of Technology. She is a certified Project Management Professional (PMP), and is certified in the Prosci ADKAR methodology of organizational change management.
